Recommendations of the Seventh Central Pay Commission —Implementation of decision relating to the grant of Children Education Allowance

Subject: Recommendations of the Seventh Central Pay Commission —Implementation of decision relating to the grant of Children Education Allowance.

Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission on the subject of Children Education Allowance Scheme, the following instructions are being issued in supersession of this Department’s OM dated 28-4-2014

(a) The amount fixed for reimbursement of Children Education allowance will be Rs.2250/-pm.

(b) The amount fixed for reimbursement of Hostel Subsidy will be Rs. 6750/-pm.

(c) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance.

(d) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. The allowance will be double for differently abled children.

2. Further, reimbursement will be done just once a year, after completion of the financial year. For reimbursement of CEA, a certificate from the head of institution, where the ward of government employee studies, will be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year. For Hostel Subsidy, a similar certificate from the head of institution will suffice, with the additional requirement that the certificate should mention the amount of expenditure incurred by the government servant towards lodging and boarding in the residential complex. The amount of expenditure mentioned, or the ceiling as mentioned above, whichever is lower, shall be paid to the employee.

3. These orders shall be effective from 1st July, 2017

4. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the comptroller and auditor General of India.

Obituary - Ajay Vaishnav (55), AE, DMC Bhavnagar expires



Shree Ajay Vaishnav (A.E), DMC Bhavnagar, died today early in the morning. He was suffering from Brain tummer. He left behind his wife and two married daughters. He was 55 years old. He had joined the department in 1985 and was AE since 1998.

PB parivar condoles the demise of Shree Ajay Vaishnav and prays to the almighty for the peace of the departed soul and strength to the bereaved family.

TECHNOLOGY UPDATES - ‘Infrared Wi-Fi’ may let you download 3 movies per second

Dutch researchers say a new wireless network employing harmless infrared rays will make Wi-Fi speeds up to 300 times faster. “What we are doing actually is using rays of light which convey the information in a wireless way, and each ray is acting as a very high-capacity channel.It’s actually the same as an optical fibre without needing the fibre, and what we achieved up to this moment is 112 gigabits per second,” Professor Ton Koonen of Eindhoven University of Technology said That’s the equivalent data of three full-length HD movies being downloaded per second. Light antennas radiate multiple invisible wavelengths at various angles. If a user’s smartphone or tablet moves out of one antenna’s sightline, another takes over. Infrared wavelengths don’t go into your eyes, making them safe to use. The lack of moving parts makes the system maintenance and power-free. Each user gets their own antenna.

“The big benefits we see of our technique is that you offer unshared capacity to each individual user, so you get a guaranteed capacity. Next to that you only get a beam if you need the traffic. So we’re not illuminating the whole place where maybe a single user is there. That means it’s much more power efficient,” Koonen said. “Another efficiency, another advantage, is that light doesn’t go through walls. So that means your communication is really confined to the particular room. Nobody can listen in from outside, so it offers you a lot of security,” he added. The team is seeking funding to help make the technology widespread within five years.

Guidelines for Special Provisions to CGHS Beneficiaries Aged 80 Years and Above


With reference to the above mentioned subject the undersigned is directed to convey the approval of competent authority for special provisions under CGHS to the beneficiaries aged 80 years and above, in continuation of earlier guidelines in this regard as per the details given below:

a) Consultation of Doctor at CGHS Wellness Centre without standing in Queue

b) CGHS Doctors shall enquire by phone, at least once in a month to enquire about their wellbeing/make a home visit, if residing within 5 kms. of CGHS WC

c) Settlement of medical claims on priority out of turn.

d) Follow up treatment from same Specialist in non-empanelled hospital from where he/she was earlier taking treatment- as a special case in view of advanced age and difficulty to change physician subject to the reimbursement limited to CGHS rates and collection of medicines as per CGHS guidelines.

आकाशवाणी भोपाल में आज ‘‘सद्भावना दिवस’’  के लिए उप निदेशक (अभि.) व केन्द्राध्यक्ष श्री धर्मेन्द्र कुमार श्रीवास्तव ने कार्यालय के अधिकारियों व कार्मिकों को राष्ट्रीय एकता व साम्प्रदायिक सद्भाव बनाए रखने की शपथ दिलाते हुए प्रतिज्ञा कराई कि, मैं प्रतिज्ञा करता/करती हूँ कि मैं जाति, सम्प्रदाय, क्षेत्र, धर्म अथवा भाषा का भेदभाव किए बिना सभी भारतवासियों की भावनात्मक एकता और सद्भावना के लिए कार्य करूंगा/करूंगी।

P.V Krishnamoorthy, former Director General of Doordarshan, recalls moments of joy and despair when I-Day became a reality
Seventy years ago, P. V. Krishnamoorthy, a programme assistant in the Tamil unit of the external services of the All India Radio (AIR) in Delhi, was just 26 years old, with barely three years of experience. As he could not make it to Parliament on the night of August 14, he was keen on being present at the studio of the AIR.

He was tasked with the crucial assignment of carrying out recordings of the historic event, and moreover, such recordings had to be made available in other languages including Chinese, Japanese and Burmese. As the clock approached five minutes to midnight, Sucheta Kripalani, a prominent member of the Congress, who would go on to become the Chief Minister of Uttar Pradesh, rendered melodiously the first stanza of ‘Vande Mataram’. Then came the inspiring speech of Jawaharlal Nehru.

Having studied English literature at the Yangon University in Myanmar [earlier known as Rangoon University, Burma], Mr. Krishnamoorthy enjoyed “every bit” of Nehru’s “faultless, excellent” speech. But what struck him the most about the speech was Nehru’s reference to the absence of Mahatma Gandhi in Delhi on the occasion of the country’s first Independence Day. Gandhiji was in Kolkata — then reeling under communal riots — to bring about harmony. Referring to Nehru’s observations on the need to wipe the tears of the poor, Mr. Krishnamoorthy, who became the first Director General of Doordarshan (DD) in 1976 and held the post for three years, feels that those words remain relevant today. “Have we wiped the tears of the poor?” he asks. Along with his recollection of cycling around Delhi to observe how the people were celebrating their very first Independence Day, he also speaks of “terrible killings” that took place there a few days later. He recollects vividly the “small role” he played in saving the life of a Muslim watchman. It took some time for the government to bring the situation under control.

Even against a backdrop of gloom, Mr. Krishnamoorthy is able to spot some finer qualities among the affected people. Speaking of refugees who came from what was then western Punjab [now part of Pakistan], he says, “They didn’t want the dole. They wanted to stand on their own feet. They wanted to work and earn a decent living. Despite losing all their properties [in Pakistan], they did not lose hope.”

The role of TV

Mr. Krishnamoorthy is a veteran broadcast journalist who played a key role in the production of 1,320 hours of television programmes on science education in four languages, which were beamed to 2,400 remote villages in Andhra Pradesh, Karnataka, Odisha and Bihar through a satellite lent by NASA [the U.S. space agency]. He says, “For this country, television, a powerful medium, should be used for development and social upliftment. At the same time, I am not against entertainment being accorded importance, but there should be proportion.”

He adds that AIR and DD should remain public service institutions.

AIR Pune presented 8th and last episode of 'Nivedak Aaplya Bhetila' (Meet the Announcer)







Dr. Pratima Jagtap (Announcer, AIR Pune) presented last episode of monthly series 'Nivedak Aaplya Bhetila' (Meet the Announcer) on 11th Aug. 2017. It was organised in AIR Pune's auditorium. Throughout this series the response of listeners was overwhelming. In a over packed auditorium event started by Ganesh Vandana sang by Smt. Anjali Lale, (Announcer, AIR Pune).

Then Dr. Pratima Jagtap arrived on stage. There was endless clapping by the gathering to welcome her. Dr. Jagtap shared her childhood memories. Then explained about her college life. She was writing poems and articles which were published in well known Marathi magazines. After completing master degree in Arts, she was married and shifted to Jalgaon. There she got attached with local cultural forums. In Jalgaon she received many prestigious awards for writing poems and books for kids. She was performing a role of announcer in a famous classical music festival 'Balgandhrva music festival' in Jalgaon and received best announcer award. She shared her memories of joining AIR Jalgaon. She described one incidence how she tactfully corrected a mistake she committed during live transmission. Audience appreciated for her presence of mind. During her service as announcer, she completed her PHD and achieved Doctorate.

Shri. Prasad Kulkarni (Announcer, AIR Pune) who is comparing the episode called Smt Seema Valunjkar (SEA, AIR Pune) upon the stage. Smt. Valunjkar explained what is acoustic? Why it is used in recording studio? What is reverberation time? Difference between reverb and echo etc. with the help of power point presentation in simple language. She emphasized about kind nature of Dr. Jagtap and wished her more success in future. Audience liked her presentation and appreciated it by clapping.

Again Dr. Jagtap arrived on stage. This part of episode started with memories of AIR Pune. From AIR Jalgaon Dr. jagtap was transferred to AIR Pune. Here while performing her regular duty as announcer, she is writing, producing and participating a weekly Marathi series 'Mast Chalalay'. This activity gave her name and fame among the listeners. All the characters of this series were called upon the stage and they performed a small skit. This humorous performance was highly appreciated by audience. Many well wishers and relatives sent some audio video clips which were displayed on screen. One of them was her son who is working as Scientist in ISRO. He dedicated a song to Dr. Jagtap which he played on Synthesizer. It was a touching moment. Here Dr. Jagtap introduced her family members. Dr. Jagtap concluded her interaction with audience offering gratitude towards her officers who always encouraged her during her service. 

Shri. Prasad Kulkarni hosted the event. During the event he invited Shri. Ashish Bhatnagar (DDG, Engg. and head of Office) and Shri. Gopal Autee ( Deputy Director, Prog. and Head of Prog. section) upon stage. Both the officers thanked the audience for their tremendous response to this series and promised to conduct such activities in future. This announcement was applauded by gathering. The event concluded with vote of thanks. This episode was recorded by Shri. Ravindra Ranjekar, (A.E.) and his team comprising Smt. Ranjekar, Shri. Chavan, Shri. Karadkar, Shri. Ghatole and Shri. Raut. This recording will be broadcast on Pune 'A' channel (AM,792 kHz) on 18th August 2017 at 9:30 p.m. and rebroadcast on 19th August at 11:00 a.m.

Independence Day celebration at AIR, Thiruvananthapuram











Independence Day is celebrated throughout India on 15th August every year with great splendor, joy and respect for Mother India. Many Indian cultural programmes are organized on the Independence Day. Indians dedicate this day to all those brave leaders and fighters who gave freedom to our Country.

AIR, Thiruvananthapuram also celebrated the 71st Independence Day with great gaiety, joy and splendor. Our Station Director Shri. R. Vimalasenan Nair unfurled the National Flag at 08:30 am, followed by singing of National Anthem by everyone present on this occasion. After National Anthem, patriotic songs where sung by a group of children’s. Later on light refreshment was arranged for all those present on this occasion.

Independence Day celebration at DMC and HPT Tirunelveli.


Independence day was  celebrated here at Doordarshan Maintenance Centre and High Power Transmitter Tirunelveli ( The Southern Most DMC of Indian Mainland). All staff members participated in the flag hoisting ceremony.  Sweets were distributed on this occasion.

Independence day celebration at DDK HPT Rameswaram





















Independence day was  celebrated  at Doordarshan High Power Transmitter Rameswaram ( having 1000 Ft. Tallest TV Tower in India). All staff members participated in the flag hoisting ceremony. The Chief guest for flag hoisting was Shri V.Jayakumar (Rameswaram Rotary Governor Rotarian)  and Past President of Rotary Club of Rameswaram Rotrarian Shri Kalanchiyam. During the function they were honored. During the celebration Coconut Trees ware planted in the Doordrashan campus. Audit Party members from  Controller of Audit, New Delhi were also present during the function.

How Mankulam became the first village to power itself

The alluring power of the Nakshathrakuthu waterfalls near Mankulam in the district, was imposing enough to incite a profound idea that put the sleepy hamlet on the national map in 2004.Village authorities used the power of the waterfall to set up a mini hydroelectric project and electrified the power-starved village, home to mostly Muthuvan and Mannan tribespeople. That way, Mankulam became the first grama panchayat in the country to generate its own electricity.Surrounded on three sides by forest, the village’s endeavour was probably prompted by need. Till 2002, when the idea was conceived by its head man Mathew Jose, the panchayat did not get electricity from Kerala State Electricity Board (KSEB), the State power utility. The remoteness of the place was a reason; supply lines had to be drawn from Adimaly over a stretch of over 30 kilometre through mostly forest areas to bring power to the village. This apart, power connection was also a costly affair.But in two years since the idea was mooted, the village was electrified utilising 100 KW power from the unit on the foothill of the waterfall and nearly 300 houses got power through a 11kV substation, Mr. Jose told The Hindu . Also, low tension lines were drawn to supply power till the main town.Anil Antony, one of the three staff of the panchayat manning the power generation unit, said two 50-kw turbines were brought from China for the unit. The initial investment was Rs. 50 lakh including the cost of the construction of the power generation unit.

Charm intact
The marked feature is that the water is diverted through the penstock pipe from the uphill area without marring the beauty of the waterfall. The tail water is released to the same stream through two openings from the unit.There was a five-year period when the unit did not function. This was after the KSEB started supplying electricity to the village. It was then decided to sell low tension lines and power to the KSEB on an agreement. Now, electricity is given to the KSEB at a unit price of Rs. 4.88.“If there is some repair work by the KSEB workers on its lines, the turbines will automatically stop,” said Mr. Antony, who was with the power unit right from the time of its installation.

Stream dries up
The unit is on a full-time working mode now. The stream was a perennial one and the water flow would be normal even during extreme summer, said Mr Antony. Only last summer, the harsh heat brought down water flow in the stream, probably for the first time in its natural history. Power generation had to be stopped for 15 days then. Many tourists visited the power generation unit, Mr. Antony said.The idea and the model has immense potential in the area, which still has isolated settlements where electricity is yet to reach. That way, there is lots to dream and do.

AIR Kargil Celebrated 20 Years





All India Radio Kargil is working relentlessly front he last 20 years for the betterment of this Farflung frontier region and has became the voice of the people. This was stated by the Chief Executive Councilor LAHDC Kargil Kacho Ahmad Ali Khan during the 20 years celebration of All India Radio Kargil at its premises in Baroo.Kacho Ahmad Ali Khan while interacting with the people present during the function told that earlier people in Kargil used to tune Radio Skardu but after the inception of AIR Kargil, Radio Skardu has vanished from the society and has become the voice of Kargil.Stressing on the need of radio and its contribution towards the society Kacho Ahmad Ali Khan told that Radio Kargil has revived the lost Langugae of Purig and all other cultural activities in the society.

The Chief Guest appreciating the efforts made by the Employees of the Organization particularly DDG (E) Mukesh Kumar and asked them to work hard and keep the spirit of providing information and entertainment to the people of Far Flung areas of the region.DDG E Mukesh Kumar talking about his 2nd tenure in Kargil as a choice posting told that he has tried to reduce the carbon emission from all installations of AIR Kargil as well as of Doordarshan. He told that in this context he has already installed 500 Solar Water Heaters as well as 5 Kw Solar SPV Rooftops keeping in view the fragile environment of the region.

Mukesh Kumar further told that AIR is soon starting high Power FM station at Hombotingla which will further enhance the listenership in this area.Appreciating the support of his subordinates Mukesh Kumar told that all these achievements made in AIR Kargil is only possible by their help.

Earlier Kacho Ahmad Ali Khan inaugurated the newly renovated AIR Premises as well as Energy Efficient LED Lightings along with Deputy Commissioner Kargil Haji Gulzar Hussain, SSP Kargil T Gyalpo and a Galaxy of district officers and prominent personalities of Kargil.

AIR Tiruchirapalli - special programme serial "This is India's Time" commenced on 15th August



At, AIR Tiruchirapalli, a session to train the students from colleges to host the special programme "This is India's Time" for Rainbow FM in progress. The serial commenced on 15th August to mark 75 years of Quit India Movement.

Certainly this is going to be a very special programme. With a new breeze of freshness. A new concept and will bring more young audience to AIR'S fold. I thank everyone who is involved in this novel out of box initiatives.

आकाशवाणी शहडोल मेें स्वतंत्रता दिवस हर्षाेल्लास के साथ मनाया गया। झंडारोहण का कार्यक्रम केन्द्राध्यक्ष उपनिदेशक (अभि.) श्री आर.के.विश्नोई जी द्वारा दिया गया। गरिमामयी उपस्थिति सहायक निदेशक कार्यक्रम (कार्यक्रम प्रमुख) श्री रत्नाकर भारती और समस्त कार्यालयीन स्टाफ एवं स्थानीय कलाकार (नैमित्तिक उद्घोषक एवं कम्पीयर ) की थी ।
